EU Economic Leaders Convene to Debate Accessing €140 Billion in Frozen Russian Assets for Kyiv Funding

EU finance ministers are gathering in Brussels this morning to address the bloc's financial agenda, including the increasingly urgent issue of financial support to Ukraine.

Ukraine's President Warns Country's Survival Depends on Allies

Ukrainian President Volodymyr Zelenskyy declared in a recent interview that the country's survival relied on receiving additional financial aid from allies.

“I hope, with luck, they will approve the necessary funding,” he stated to reporters. If not, “It will be necessary to seek another solution, it concerns our survival. For this reason we need it urgently. We rely on partners.”

European Authorities Advocates €140bn Compensation Funding

The EU executive continues to aim to persuade participating countries – including Belgium, which is currently blocking the proposal due to juridical concerns – to move ahead on a €140bn financial compensation using frozen Russian assets.

Commission president Ursula von der Leyen emphasized today that this represents “the optimal method to sustain Ukraine’s defence and national finances.”

Resolution Postponed Until December Summit

A final decision on the issue has been postponed until the EU leaders’s summit in December, as the financial support needed early next year.

Discussions Coincide with Corruption Scandal in Kyiv

But these discussions come at a tricky moment for Kyiv, as the president had to move to contain growing public outrage in the country over a corruption scandal in the power industry, firing two ministers who are accused of participating in a extensive bribery scheme.

Denmark's economic affairs minister Stephanie Lose was questioned on her reaction to the scandal, and insisted that there was commitment to keep aiding the Ukrainian people.

“Of course, The country will have to continuously work with improvements, reinforcing all parts of their society [and] including anti-corruption … but it is clear that Europe stands firmly behind Ukraine,” she stated.

Other EU Developments Under Watch

Separately, observers will be monitoring the Netherlands where the parliament meets to examine potential ways ahead in the government formation process, Rome-Tirana discussions in the Italian capital giving us the latest chance to enjoy the remarkable Meloni-Rama dynamics, and a series of high-level conferences throughout the continent, including the Alliance's Mark Rutte’s visit to a German airbase.

Much to cover.

Today is Thursday, November 13, 2025, and we bring you European Updates.
